While he appears to be ‘a new kid on the block’ on the list of Kampala’s tycoons, his evil practices and corruptions scandals make Ephraim Ntaganda worthy of inclusion on a list of the evil businessmen in the modern Uganda.
The name ‘Ephraim Ntaganda' is never far apart from the word "fraud.", but surprisingly he has never seen any inside of Luzira Prisons
By the time of writing the story, the nonsense Justice Catherine Bamugemereire, the chairperson of the commission of inquiry into land matters, had just directed that Ntaganda be held by Police to record an additional statement regarding the fraudulent sale of a forest reserve.
Evidence before the on-going Justice Bamugemereire-led Commission of Inquiry into land matters shows how Ntaganda illegally secured titles on the Government forest reserve at Kajjansi to the extent of grading away part of the forest, and later selling the forest land to other business people at a cost of $2.5m.
This is the second time Bamugemereire is going after Ntaganda, the first being in 2015 when the same Justice Bamugemereire led a commission of inquiry into the Uganda National Roads Authority (UNRA).
It was during that probe when it was revealed how a company, Excellent Assorted Manufacturers Ltd which belongs to Ephraim Ntaganda, acquired a freehold title for 148 acres in Lubigi wetland 20 days after government had received a title for the same land to construct the expressway.
The company was compensated sh18b for 2.5 acres of land that were to be affected by the $476m (sh1.6 trillion) Entebbe expressway. The 18b compensation was part of the 38bn swindled in bogus compensations by UNRA.
It’s the same Ntaganda who in April 2011 fraudulently acquired and illegally demolished the KCCA clinic on the land comprised in LRV 1115 Folio 5 Plot 71, Nkrumah Road.
The clinic in question was providing free medical services to city dwellers.
He has since erected a storeyed on the as the case drags on in the courts of law where his is facing a law suit for the illegal demolition of a public hospital.
In 2013, he was named in a parliamentary committee report as one of the businessmen stealing public school’s land for his selfish ends. Parliament investigations revealed how a private company ‘Prestigious Apartments Limited, whose directors are listed as Ephraim Ntaganda and Bob Kanaabi, both well-connected city businessmen, colluded with officials from the defunct KCC and the Ministry of Education to take over land belonging to Nakasero Primary School in Kampala.
These and numerous other high profile scandals have made Ephraim Ntaganda one of the most controversial business only rivaled by Hassan Basajjabalaba who rose to prominence in the early 2000s thanks to his very high connections.
So this begs a question, Whose interests does Ephraim Ntaganda server represent?.
