Officers and men in the rank and file of the UPDF who are not ‘privileged’ to be born from the western region of Uganda have virtually given up on being promoted to higher ranks or even getting an opportunity for further training and studies within and outside of Uganda.
The recent promotions in the UPDF is a clear indication of how the monster of tribalism is slowly but steadily eating up the institutional of the army which the constitutional of Uganda clearly states in article 208 (2) that; “The Uganda Peoples’ Defence Forces shall be nonpartisan, national in character, patriotic, professional, disciplined, productive and subordinate to the civilian authority as established under this Constitution”.
Gen. Yoweri Museveni in his capacity as The Commander-in-Chief of the Armed Forces and President of the Republic of Uganda, promoted over 334 officers, key among the promotions, was commander of the Special Forces Command (CSFC) Col Don Nabasa and the Chief of Military Intelligence Col Abel Kandiho both promoted to the rank of Brigadier.
Others promoted ere five new Major Generals among then Stephen Kashaka, John Mateeka, James Ssebagala, Hussein Adda, Fred Tolit and John Mateeka. In January and May this year, Gen. Museveni made major promotions that saw over 400 officer being elevated to higher rank including the promotion og Maj. Gen Muhoozi to the rank of a General and appointing him the new Chief of Defense Forces (CDF) replacing Gen. Katumba Wamala who served in the position for just three years .
Most of the top officers who were elevated to various ranks in the promotions made by Museveni this year were mostly from the western part of Uganda and this has caused a lot disharmony and resentment in the force.
What makes matters even worse is that some favoured officer like Brig. Nabasa are not educated enough like most of the officers who are sidelined. It’s alleged that Brig. Nabasa is realated to one of the members of the first family, perhaps that’s why the president chose him to replace his son, Maj. Gen. Muhoozi Kainerugaba as the commander of mighty SFC.
Many of the Baganda officer and Men in the UPDF, according to our sources gave up a long time ago on any expectation of being promoted, probably their hope is the pray for God to give UPDF a new Commander-in-Chief.
Many senior Baganda officers who contributed tremendously to the struggle that brought Museveni to power have stagnated of lower rank for some many year and some are on katebe or in miserable retirement.
Officers like; Fred Bogere, Andrew Lutaaya, Elly Kayanja, Musajjawaza, Hudson Mukasa, Waswa Balikalege, Kasirye Ggwanga,and others are there to tell the story.
