Every District to have three RDCs!

The Minister in Charge of the Presidency, Hon Babirye Milly Babalanda has opened up on the appointment of over 50 new civil servants to work in the office of Resident District and City Commissioners as Assistant RDCs/RCCs, a newly created position different from that of the Deputy RDCs/RCCs.

Minister Babalanda’s comments came after reports emerged since Friday pointing out that the Presidency’s office, vested with the appointment and monitoring of RDCs, RCCs and their deputies had appointed new staff to help with the activities within the office.

Clarifying about the same through her official X account, the Minister acknowledged and confirmed that it is true, the President’s office had created two staff positions in the RDC/RCC office but said the final list of recruited staff was yet to be finalized and that any appointments making rounds are not official.

“I hereby clarify and confirm to the general public that the President’s Office has recruited two staffs in the RDC office to support with activities in the office. When we are complete with the requisite public service procedures a full list of successful staff will be published for your attention and support,” Minister Babalanda said in a post on X.

The Assistant RDCs/RCCs according to Minister Babalanda are third in command under the RDC/RCC is the head followed by the Deputy RDCs/RCCs.

In terms of function; the Minister said the RDCs/RCCs and Deputies will concentrate on monitoring and supervision of government services delivery while the Assistant RDCs/RCCs will largely focus on patriotism, mobilization and the fight against corruption.

“Meantime, the Secretary, Office of the President will issue more guidance as per the public service standing regulations and a full list of the new officers will be published after the requisite public service procedures are completed,” Hon Babalanda said.

As far as remuneration is concerned, the Assistant RDCs/RCCs will be entitled to a consolidated salary of UGX 9.8M per annum, an equivalency of UGX 800,000 a month, subject to statutory deductions.

Additionally, they will also be entitled to an allowance of UGX 110,000 per night and UGX 12,000 per day.

The new appointees will in May 2024 undergo a 2-week induction course at NALI Kyankwanzi and the minister issued guidelines to sensitize them as they prepare to take on their new roles.

Hon Babalanda has therefore asked the general public to remain calm and avoid speculations as her ministry finalizes paperwork regarding the requisite public service procedures to release the list of all the Assistant RDCs and Assistant RCCs to the public.
