The Hand/Takeover Ceremony at MODVA Headquarters in Mbuya witnessed significant transitions within the UPDF leadership. General Muhoozi Kainerugab, the Chief of Defence Forces (CDF) and Special Presidential Advisor in charge of Special Operations (SPA/SO), emphasized the importance of leaving a positive impact on the force. He urged service commanders, chiefs, generals, and senior officers to utilize their knowledge and perspective to enhance operational efficiency and cultivate a professional military culture.
The outgoing Deputy CDF (D/CDF) Lt Gen Peter Elwelu and former Chief of Joint Staff (CJS) Maj Gen Leopold Kyanda handed over their respective offices to Lt Gen Sam Okiding and Maj Gen Jack Bakasumba. General Muhoozi reminded everyone that these positions are transient, meant for all to pass through in building a stronger force.
Acknowledging President Museveni’s role in appointing the new office bearers, General Muhoozi commended his selections and urged the incoming leaders to make a significant impact in their new roles. Lt Gen Okiding and Maj Gen Bakasumba expressed their commitment to serving with dedication, emphasizing teamwork, discipline, and the welfare of soldiers.
Reflecting on his tenure, outgoing D/CDF Lt Gen Elwelu appreciated the trust placed in him by President Museveni and pledged to continue serving as a Special Presidential Advisor. He highlighted the need for improved court procedures for the military and better welfare for retiring soldiers.
Outgoing CJS Maj Gen Kyanda outlined achievements during his tenure, including the establishment of the UPDF Act 2021 and initiatives in education, health, and infrastructure. He stressed the importance of a service doctrine, budget rationalization, and decentralization to fulfill the UPDF’s mandate.
In their acceptance speeches, the incoming leaders expressed gratitude for the opportunity and vowed to uphold the values of the UPDF. They pledged to combat indiscipline and corruption while prioritizing the welfare of soldiers.
The ceremony was attended by senior officials from MODVA, including Under Secretaries and General Officers, affirming the significance of these transitions within the UPDF leadership.
