Uthman Mubarak of NRM Emerges Victorious in Hoima LC5 By-election

Uthman Mubarak Mugisha, the candidate from the National Resistance Movement, emerged victorious in the Homia LC5 chairman by-election held on September 14, 2023.

Mugisha secured a total of 18,353 votes, surpassing his nearest competitor, Savanna Muhumuza (Independent), by a margin of approximately 6,000 votes.

Mugisha is set to take over the position previously held by his late father, Kadir Kirungi, who tragically lost his life in a car accident earlier this year.

The third position was secured by Moses Aguuda from the National Unity Platform (NUP) with 3,972 votes, followed by Patrick Musinguzi from the Forum for Democratic Change (FDC) with 271 votes, and Lenos Mugume, an independent candidate, who garnered 179 votes.

NUP leader Robert Kyagulanyi had actively campaigned in the area, rallying support for Aguuda.

The official results were announced by Ms. Merab Kassande, the district returning officer, at Dwoli Primary School, which served as the district tally center.

Despite being hindered by early morning rain, the Hoima LC5 by-election proceeded as scheduled, with determined residents casting their votes. However, there was a noticeable decline in voter turnout, possibly due to the adverse weather conditions.

On September 13, one day prior to the election, Mugisha expressed his commitment to reforming Hoima’s public sector, enhancing healthcare and education services, and promoting agriculture.

At the age of 26, Mugisha has become one of the youngest LC5 chairpersons in Uganda, holding a bachelor’s degree in nursing from Kampala International University.
