There was shork on Wednesday 20th Dec 2023 when Ronald Kibuule the former Minister in charge of Youth Affairs and later Water & Environment also former Mukono North MP in the 9th & tenth Parliament was almost whipped by the SFC soldiers at Kololo Independence grounds.

Kibuule was attending a mega launch of the Ghetto youth’s SACCOs, a function that was organized by the Minister for Kampala Hajjat Minsa Kabanda where President Yoweri Museveni was the Chief Guest.

Kibuule jumped from his seat that was on third raw behind the President and grabbed a seat that belonged to Frank Gashumba who had just gone to pick a phone call for a few minutes.

At the said function, Frank Gashumba who was representing the MK Movement was among the VIP guests who were seated on the read carpet next to President Museveni but when he went to pick a phone call, Former Minister Kibule who was seated far behind with other guests used the opportunity to take over Gashumba’s seat which amused the protocol and people who attended the event.

The angry SFC soldiers came in to throw away Kibuule for his indiscpline & dishonoring protocol but Gashumba who had finished making his phone call took another seat in the VIP tent and saved Kibuule from embarrassment.

Sources close to the flamboyant former Minister say that he has been living a miserable life since he was dropped from cabinet in June 2022 after losing the 2021 election to NUPs Abudallah Kiwanuka.

Sources say that since Kibuule was dumped he has been looking for the President to bail out him from debts but he has not had the opportunity. It’s the reason he grabbed Gashumba’s seat at this function so that he can be recognized & the moment to lobby for another deployment.

Kibuule who is now chocking with debts is known to have been an arrogant Minister who lived a luxurious and pompous lifestyle which he failed to sustain the moment he was dropped from Cabinet.

Kibuule is remembered to have carried a pistol in Parliamentary Chambers during the age limit debate in Parliament in 2017 which caused fracas in Parliament leading to suspension of debate at the time. In

2017, Kibule who was a Minister in charge of Youths said that girls who dress indecently should be raped which caused backlash from the population. He is remembered for his arrogance and pride a reason Ugandans will never forgive him.

At the function, the ghetto youths appreciated Maj Kutesa and AIGP Christopher Damulila the Director of Crime Intelligence for the good work they have done in transforming ghettos.

The President gave 1.2bn shillings to the ghetto SACCOs as a start up and promised to add more money if they utilize it well
