Judicial Officers Seek Urgent Meeting with Principal Judge Over Justice Bukirwa’s Expulsion

The Uganda Judicial Officers Association (UJOA) has petitioned Principal Judge Dr. Flavian Zeija for an urgent online meeting regarding the expulsion of Justice Farida Bukirwa from the Judiciary. In a letter dated August 12, 2024, UJOA President Lady Justice Olive Kazaarwe Mukwaya expressed concern over the directive for Justice Bukirwa to hand over office due to the expiration of her acting contract on August 15, 2024.

The UJOA is seeking clarification on the confirmation process for acting judges, citing concerns over independence and the unclear process. They request a meeting with the Principal Judge to address these concerns and ensure transparency.

This development follows a controversy surrounding Justice Bukirwa’s handling of a case involving the Uganda Muslim Supreme Council (UMSC). Her suspension has sparked concerns among judicial officers, prompting UJOA’s request for an urgent meeting.

The UJOA letter states that the information about Justice Bukirwa’s suspension has sent “ripples of alarm” among acting judges who will undergo the confirmation process. They fear that their independence will be severely eroded as they await the decision of the appointing authority.

The Principal Judge had instructed Justice Bukirwa to hand over all judiciary property and files in her possession, citing the lack of instruments from the appointing authority confirming her as a substantive judge. Justice Bukirwa’s contract as an acting judge expires on August 15, 2024.

The UJOA is seeking an opportunity to discuss this matter with the Principal Judge before Justice Bukirwa hands over office, to understand what is expected of them during this process and to address growing concerns.
