In a remarkable display of dedication and commitment to Uganda’s growth, Public Opinions has identified and recognized the top 100 Uganda Development Champions. Among the distinguished awardees are Hellen Seku, Head of State House Patriotism Secretariat, Vice President Jessica Alupo, and Gen. Proscovia Nalweyiso, Senior Presidential Advisor on Security.
Hellen Seku: A Beacon of Patriotism in Uganda’s National Development*
Since her appointment as the Commissioner and Head of the National Secretariat for Patriotic Corps in the Office of the President of Uganda, Hellen Seku has been a trailblazer in promoting patriotism among Ugandans, particularly the youth, women, and students. Her tireless efforts have ignited a sense of national pride and responsibility, aligning with Uganda’s Vision 2040 and the national development agenda.
Owing to her determination to organize people to benefit from Government programs and instill a sense of patriotism into the people of Uganda, Public Opinions has recognized her with the 2024 Uganda Development Champions Award together with H.E Yoweri Kaguta Museveni President of the Republic of Uganda, Gen Proscovia Nalweyiso, Vice President Jessica Alupo, Prof Lawrence Muganga of Victoria University, Mr Lawrence Ssemakula Accountant General of Uganda, Mr Moses Byaruhanga, State House Comptroller Jane Barekye,etc.
Patriotism, as championed by Seku, is the backbone of national development. It fosters a sense of unity, shared values, and collective responsibility, essential for driving progress and prosperity. By promoting patriotism, Seku is mobilizing the masses, especially the youth, women, and students, to actively contribute to Uganda’s development.
Seku’s vision revolves around inclusivity and empowerment, aiming to make every citizen feel valued, heard, and actively contributing to Uganda’s progress. Her campaign has taken her to numerous schools, including Gayaza High School, MUBS – Nakawa, Kitebi SS in Lubaga, and many more. She has encouraged students to live disciplined and realistic lives, contribute to their communities, and engage in charitable work.
One of her notable achievements is passing out 5,000 students from Pallisa district and the Bukedi sub-region after completing patriotism training. This includes 2,102 girls, a testament to women’s emancipation and an inspiration for the girl child to pursue education.
Seku has also emphasized the need for unity against bad practices, as seen during the passing out of 372 bodaboda leaders from Kampala and Wakiso. Her efforts have rejuvenated patriotism in various areas, schools, and institutions, guiding her team to awaken the young generation to appreciate their national interests.
As a trusted cadre of the NRM and a key figure in executing the president’s directives, Seku is dedicated to wealth creation and boosting the president’s money economy strategy. She has a big plan for farmers, starting with the central region, and is working on an initiative to counter hate propaganda in the region.
Seku’s achievements are a shining example of the impact of patriotism on national development. Her efforts are contributing to the country’s progress in areas such as education, youth empowerment, and economic development. As Uganda continues to grow, Seku’s leadership and dedication to promoting patriotism and national development are crucial in shaping a brighter future for the country. She has been inducted in the Uganda Hidden Facts Booklet containing 120 Achievements of H.E Yoweri Kaguta Museveni and 100 descriptions of President Museveni by Ugandans.

VICE PRESIDENT JESSICA ALUPO: A PILLAR OF STRENGTH IN UGANDA’S DEVELOPMENT
Vice President Jessica Alupo has been a driving force in Uganda’s development, leveraging her extensive experience in politics, education, and military service. Born on May 23, 1974, to the late George William Epel, an educationist, and Bernadette Akol, now a retired midwife from Katakwi district, Alupo’s leadership journey began at a young age. H.E Alupo has been recognized by Public Opinions with the Uganda Development Champions Award 2024.
Alupo attended Apuuton Primary School in Katakwi district before joining Kangole Girls School in Napak and later Ngora High School, where she completed her ‘O’ and A-Level cycles, respectively. She holds a Bachelor of Arts in Political Science and Linguistics Degree, obtained in 1997 from Makerere University, and a Master’s Degree in Arts in International Relations and Diplomacy, also obtained from Makerere University.
Before joining Parliament, Alupo was a teacher at Katakwi High School in Katakwi district. She also worked as an instructor at the Uganda Urban Warfare Training School, Singo in Nakaseke district, and an intelligence officer at the Chieftaincy of Military Intelligence (CMI) in Kampala.
Alupo’s political career began when she was elected as the Katakwi District Women’s Representative in Parliament. She later served in the cabinet of Uganda as Minister of Education between 2011 and 2016. Her leadership and vision have been instrumental in promoting national development, and her commitment to empowering women and youth is unparalleled.
During a recent event, Alupo praised the NRM government led by President Museveni, highlighting its achievements in building a national people-centered army, the Uganda People’s Defense Forces (UPDF). She emphasized that the NRM government has made significant strides in promoting national development, citing the government’s commitment to democracy, good governance, nationalism, patriotism, and pan-Africanism.
GEN. PROSCOVIA NALWEYISO: A TRAILBLAZER IN UGANDA’S SECURITY AND DEVELOPMENT
Gen. Proscovia Nalweyiso is a shining example of women’s empowerment and a testament to her unwavering dedication to Uganda’s development. Born in June 1954 in Mpigi, Nalweyiso grew up in a large family with 20 children. Gen Nalweyiso has been recognized by Public Opinions with the Uganda Development Champions Award 2024.
By 1979, Nalweyiso had started working as a junior teacher and a typist at a church near Gombe, Mpigi district. It was at that same time that the political animal was stirred up. During that time, she joined the Democratic Party and was named the sub-county publicity secretary. In 1980, during the elections, the Uganda People’s Congress rigged elections, and the late Apollo Milton Obote was set to become President again.
After rigging, UPC members started terrorizing DP members, and that propelled Nalweyiso into an armed rebellion. She joined the National Resistance Army (NRA) in 1982 after realizing that it was her only way out to go fight for her country.
In 1983, a new unit, the Women’s wing, was carved out of the NRA. Nalweyiso was named as its first commandant. In 1984, most of the women were ordered by the NRA high command to move to western Uganda from their base in Luweero.
When the NRA captured power, Nalweyiso was given the rank of Captain and deployed as Commandant of the Women’s Wing in the Army. She was soon promoted to Major and Lt. Colonel by the turn of the year 2000. In 2017, she was promoted to the rank of Major General.
During a recent event, Nalweyiso praised the NRM government led by President Museveni, highlighting its achievements in promoting national development. She pointed out that under the leadership of President Museveni, the NRM government has achieved significant success through its unwavering commitment to a correct line in politics, military, and organizational strategy. By embracing democracy, good governance, nationalism, patriotism, and pan-Africanism, the NRM has fostered an environment conducive to social-economic transformation in Uganda.
The government’s pro-people army, protecting citizens and their properties, has ensured stability and security, while its clear program of action in politics, social sectors, and a mixed private sector-led economy has propelled Uganda toward self-sustaining growth.

Buyinza Adam Luzindana was a member of the National Executive Committee (NEC) of the National Resistance Movement, where he served as Regional Chairman for the NRM Youth League Kampala Region from 2011-2015. He served as the Supreme Leader of the Uganda Poor Youth Movement from 2014-2019 when it was allegedly disbanded. He served as Chairman and Supreme Leader of Makerere University Poor Students Association (MUPOSA). He is the Managing Director of Buyinza Group Limited a company involved in General Trading, Real Estate Development, Foods and Beverages,etc.. He is passionate on Diplomacy, International Relations and Strategic Engagements.
