Tayebwa Launches Uganda Parliamentary Internet Governance Forum, Calls for Responsible & Inclusive Digital Policies

Kampala, Uganda – April 29, 2025 —

The Deputy Speaker of Parliament, Rt Hon. Thomas Tayebwa, today presided over the launch of the Uganda Parliamentary Internet Governance Forum at Mestil Hotel in Kampala. The forum, a key platform for shaping Uganda’s digital policy agenda, brought together lawmakers, regulators, and stakeholders to deliberate on internet governance and its far-reaching societal impacts.

In his keynote address, Tayebwa emphasized the need for responsible and collaborative internet governance, cautioning against the unchecked influence of digital platforms on everyday life. “While the internet has become an inseparable part of our daily lives, it must be governed responsibly and collaboratively. We must never forget: we control the internet; it should not control us,” he said.

He noted that the digital space now affects critical aspects of society—from parenting to mental health—and urged policymakers to ensure regulatory frameworks that promote safe, productive, and values-driven internet use.

Tayebwa also underscored the importance of regional cooperation to confront shared digital challenges, including the high cost of internet, limited rural access, and the rising threat of cybercrime. He revealed that Uganda’s internet penetration remains at a modest 28%, calling for urgent action to bridge the digital divide.

“I am encouraged by ongoing continental efforts to harmonize regulations, hold tech companies accountable, and ensure that their services comply with our laws—including paying taxes,” Tayebwa added. “Together, we can shape an inclusive, affordable, and secure digital future for all Africans.”

The Deputy Speaker extended special appreciation to Members of Parliament, particularly Hon. Sarah Opendi, for spearheading the initiative, and to the Minister of ICT, Dr. Chris Baryomunsi, for his continued support in driving Uganda’s digital transformation.

The Uganda Parliamentary Internet Governance Forum is expected to become a recurring platform for legislative engagement on digital rights, infrastructure, cybersecurity, and policy innovation in the fast-evolving internet landscape.
