HR Managers Ask Parliament to Fast Track Human Resource Management Bill

Parliament has been asked to Fast track the Human Resource Management Professionals Bill of 2023 which among others seeks to regulate the conduct of Human Resource professionals in the country.

According to the President of Human Resource Managers Association of Uganda Ronald Bbossa, they want the law passed before the end of next year to enable them deal with cases of mismanagement of human resources at different places of work.

He said once the Bill is passed into an Act, every person doing Human Resource Management will annually subscribe and get a license to work and that there will be a Governing Council as a regulatory body which will also protect the Managers.

Bbossa made the remarks during the Swearing in Ceremony of New Human Resource Managers Association leaders in Kampala.

While officiating the ceremony the State Minister for Labor Esther Anyakun appealed to the Human Resource Managers to always exercise their duties with empathy and strength, saying that at times they make irrational decisions without first putting themselves in the shoes of the people they are making decisions against.

In August 2023, Member of Parliament Representing the Workers Margaret  Rwabushaija was granted leave to  introduce  a Private Members Bill before Parliament following  complaints that there have been cases of mismanagement of human resources at different places of work because there is no regulatory body, something the Professionals wants to change with the enactment of the law.

Rwabushaija noted that when she visited the Industrial Court recently, she found that there is a huge backlog of cases most of which arise from decisions made by Human Resource Managers

Kawesa, Student Representative Angel Ayebazibwe and three Committee members Daniel K Tugume, Joseph Rwabutomize and Innocent Dawa.
