KCCA’s Director of Education accused of grabbing City businessman building

City businessman Festo Kasajja has accused the Kampala Capital City Authority’s (KCCA) Director for Education and Social Services Ms Juliet Nambi Namuddu of grabbing his building at Kafumbe Mukasa Road in Kampala.

The furious businessman has since dragged her and KCCA to court in an effort to regain his prime property.

“Namuddu used her influence and chased me from the building, she is now collecting the rent yet I am the one who pays the taxes for the building, I need my property back!” a furious Kasajja said.

Kasajja entered into an agreement with the then Kampala City Council (KCC) management in late 1980s to build a perimeter wall along Nakivubo Blue Primary School in an effort to save the School’s land.

According to the agreement, he was allocated two plots of land as his compensation for the high perimeter wall put in place.

“I say this without fear or favour, if it was not me that school would be in history books! The school’s land would have been taken,” noted Kasajja.

Kasajja, constructed two commercial buildings in the two plots he was allocated according to the agreement but his efforts to get the titles for the same has not been successful for almost 30 years now.

Due to that, Namuddu allegedly used her influence at KCCA and forcefully took over the management of one of the buildings and currently all the tenants pay rent to her even though they are all aware that the building belongs to Kasajja.

A couple of tenants that spoke to Eyewitness24, said that KCCA is unfair because they know the history of the transactions between the Kasajja and the City authority.

Kasajja is yet to get justice from the Courts of Law where he has battled with Uganda Land Commission, Ministry of Lands and KCCA since early 1990s.
